Today, U.S. Congressman Mike Flood announced the House's approval of H.R. 3339, the "Equal Opportunity for All Investors Act of 2025."
"Access to our nation’s capital markets should be based on merit and knowledge, not wealth," said Congressman Flood. He explained that the act aims to establish a new investment exam by FINRA for earning 'accredited investor' status. The bill received bipartisan support in the House and now awaits Senate consideration. "I look forward to President Trump signing this commonsense reform into law once it passes the Senate," he added.
Congressman Flood discussed the bill's objectives on the House Floor before its passage. Video footage of his remarks is available for news outlets.
The bill was introduced in May 2025 by Representatives Mike Flood (R-NE), Cleo Fields (D-LA), Mike Lawler (R-NY), Sarah McBride (D-DE), and Shri Thanedar (D-MI).
Currently, individuals or businesses must meet specific financial or professional criteria to be classified as accredited investors. Details of these criteria are available online.
Congressman Flood serves on the House Financial Services Committee and chairs the Housing & Insurance Subcommittee.
