Flyover Fintech Conference to host stablecoin panel featuring industry leaders

U.S. Congressman Mike Flood has announced that the upcoming Flyover Fintech Conference in Lincoln will feature a panel on “Stablecoins.” The event is scheduled for September 23, 2025, and will include industry leaders from Circle, PayPal, and Telcoin.

“As our digital economy continues to grow, stablecoins will serve as the basis of decentralized digital currency that people around the world use to do business,” said Congressman Flood. “The experts on this panel will deliver key insights about how stablecoins have developed and how public policy is shaping their future. With less than two weeks to go, I encourage anyone interested in joining the conversation to register for Flyover Fintech today.”

Panelists include Francesco Castella of Circle, Amy Kim of PayPal, and Paul Neuner of Telcoin. Castella works on global policy at Circle and previously served as a Senior Policy Advisor in the U.S. Senate for Sen. Ted Budd. He also worked with the House Financial Services Committee under Chairmen Jeb Hensarling and Patrick McHenry.

Amy Kim leads crypto policy at PayPal and has experience as General Counsel for a crypto trade group as well as advising financial services firms on compliance matters.

Paul Neuner is founder and CEO of Telcoin, which is seeking to become the first Digital Asset Depository Institution chartered by Nebraska’s Department of Banking and Finance under state law. Neuner’s background includes entrepreneurship in cybersecurity and telecom fraud management.

Congressman Flood represents Nebraska’s 1st district in Congress after replacing Jeff Fortenberry in 2022 (https://flood.house.gov/about). Before his time in Congress, he served in the Nebraska State Legislature from 2007 to 2013 (https://flood.house.gov/about). Born in Omaha in 1975, Flood currently lives in Norfolk (https://flood.house.gov/about). He graduated from the University of Notre Dame with a BA in 1997 and earned his JD from the University of Nebraska-Lincoln in 2001 (https://flood.house.gov/about).

The conference will also feature speakers such as House Financial Services Subcommittee Chairman Bryan Steil and panels on topics including bank-fintech partnerships, AI and banking, and non-fungible tokens. Additional speakers are expected to be announced soon.
