In Nebraska, Medicaid payments reached $1,688,828 in 2024 for services related to Drugs Administered Other than Oral Method, with data sourced from the U.S. Department of Health and Human Services Medicaid Provider Spending database. This figure represents a 16.2% uptick from 2023, when claims totaled $1,453,305.

Medicaid, funded jointly by federal and state governments but administered by each state, serves low-income families and individuals, children, seniors, and those with disabilities. It is among the largest health care programs in the United States.

Because taxpayers fund Medicaid, shifts in billing reveal how communities allocate public health dollars.

The “Drugs Administered Other than Oral Method” classification includes services billed under certain HCPCS and CPT code groups. For this report, each billing code was mapped to a unique service category defined by shared code prefixes or numerical ranges, which permits services to be evaluated together without double counting and permits accurate category rankings over time.

Categories may contain multiple underlying services as applicable. These can include related and frequently co-billed care, such as office visits, diagnostic procedures, and therapy services billed together through Medicaid.

From 2019 through 2024, Nebraska’s Medicaid spending on Drugs Administered Other than Oral Method rose by $367,852, or 27.8%. Specific intervals within this span, such as 2021, saw significant year-over-year growth.

Within Nebraska, payments for this service category were distributed across the state but concentrated in three ZIP codes during 2024. ZIP Code 68138 recorded the highest spending at $527,821 (31.3% of the statewide total), followed by ZIP Code 68128 with $367,423 (21.8%) and ZIP Code 68901 at $263,172 (15.6%).

Combined, these ZIP codes made up 68.6% of statewide Medicaid payments for the Drugs Administered Other than Oral Method category in 2024.

Comparatively, Medicaid spending across all claim categories statewide jumped 22.4% between 2023 and 2024.

While spending increased in various categories, Drugs Administered Other than Oral Method ranked among the top 15 service categories based on total payments in Nebraska for 2024.

According to the Centers for Medicare & Medicaid Services, combined state and federal spending on Medicaid reached about $871.7 billion in the 2023 fiscal year, roughly 18% of all U.S. health expenditures—a considerable rise from $613.5 billion in 2019, before the pandemic began.

This increase amounts to an approximate 40% escalation in just a few years, driven primarily by expanded Medicaid enrollment and greater utilization rates amid and after the pandemic.

Congressional budget measures during the Trump administration introduced broad proposals to reduce federal Medicaid funds and alter the program. The “One Big Beautiful Bill Act,” signed into law in 2025, is estimated to decrease federal Medicaid expenditures by more than $1 trillion over the following decade. It includes initiatives such as work requirements and cost-sharing increases, which could decrease both coverage options and available funding for some Medicaid enrollees. As a result, states are expected to bear a greater cost share as overall federal support slows, even while tens of millions remain covered through Medicaid.
